I honestly don't know the legal procedures there, but here every one is cautious about signing things, and obviously you can't force anyone to anything.

I feel the biggest challenge is to prove their age, and their consent for the videos to be published, not because they don't want to, but because how do you even prove those things other than a written statement.

You do have to keep all that on record in case you are asked for it by the site you are uploading to or if there are any legal matters that come up via complaints, etc. The written statement of consent and who owns the content is a legally enforceable document.

As an primer to get the ball rolling on this concept (which I think, credit to XXX, is potentially a really interesting idea), since the legal side of it seems to be an issue which would put many off, could someone from one of the studios (GG, Gonzo, etc) produce a brief free information video clip published on the site (five minutes, ten minutes, whatever it may be) that outline the main principles of what you need to ask for and how you should go about putting that into a formal document.

Obviously every country has its own particularities which need to be clarified in those places by those interested.
But for a general idea. Obviously any info video would have to come with the disclaimer (as with medical advice online) that this is only a general idea and should not be used as a substitute for getting official legal advice in your home country.

It would enable people to then think in terms of 'is this something I could manage?'. And go on or not.

for the first part of your post:

As far as the technical side, gear is stupidly cheap these days. Look at all the youtube and IG/TikTok influencers, not to mention (perhaps key here) Only Fans.

They are producing TV quality content on pocket money because tech is so good now.
A 'decent enough' camera, lights, microphne can be picked up for a couple of hundred dollars as a package, even less if you buy good used. A simple white room or green screen a room off, to create a basic location.
Editing packages are free.
Most women use makeup daily anyway, so that would hardly be new science. You need to bolden it for a small screen, but a couple of youtube videos on theatrical makeup techniques could teach that much in half an hour.

As for the second part.

I agree that the legal side of it will be the deal breaker for many, if not most. People would rather not risk posting adult content than risk posting something and it turning out to fall foul of the law. That's why I suggested the studios here (one of, or collectively) making just a brief ten minute guide (could be video or a document published here) on what the key points are.
