If There was a change about free ticket system and you are not distributing free tickets. So, how can I buy free tickets? I will not be able to buy scenes that require them.

Elm1ster, if you discontinued your membership you dont get free tickets anymore, since free ticket scheme was abolished meanwhile.
It now applies only to users still continuing their old membership plan from before the changes.

Thanks, then how can I acquire Free TKT scenes? With Premium TKT is it possible?

If you have no old free tkts left, you have to use premium tkts, yes.
