The video is smooth as butter on a Quest 3. Do it! I think your mind will be blown.
The issue you're describing on PC media players is common, like Windows Media Player, Movies and Media etc. On PC players, it usually has to do with bad video Codec implementation. Generally FLV/VLC player works better. Quest 3 supports H265 and AV1 and bitrates up to 80-120 mbps depending on the player, so everything plays smoothly unless you really screw something up. Also, if you're new to VR and 3D (they're related but different but both excel in a VR headset) you need to understand you're going to get literally zero impression of what it looks like from the flat splitscreen video. Other than you'll know what it looks like split and flat. Lol. The software does the combining and the magic.
I really can't recommend a Quest 2 at this point. If you don't have the money for a Quest 3, it's better to save and get one later. The visuals are so much better because of the pancake lenses. Quest 2 is blurry and always seemed that way to me. Granted, Quest 3 is not the holy grail real life looking glass yet. But it's head and shoulders over the 2.

Short answer for how:
(1)PC with at least an Nvidia RTX 3000 series and 8+ GB of VRAM (I have a 4080) and a good processor. 16 GB RAM bare minimum, but 32gb is better. Owl3D (below) does not work well with AMD video cards from what I've heard, if at all.
(2)Program to smooth and upscale and get to 60 fps (A must for VR) - Topaz Video AI is the best.
(3) Program to make into 3D (this is the one that has improved 10x in the last year) - Owl3D. I can provide my preferred Topaz or Owl3D settings on request.
P.S. You can technically make 3D videos with just Owl3D and skip Topaz. But they won't look like mine. They'll be juddery and lower res. You really need to upscale to 4k or higher in VR headset because your eyes are right on top of the screen. And 30fps looks like junk in VR so you can use Topaz to make really smooth new AI frames between each real frame, and almost impossible to distinguish from natively filmed 60fps content.
