Easy answer here: All these scenes you refer to are shot locally and directly in Russia and Mike Chapman is in Prague. Transport routes are blocked because of pandemic. In Russia there is no BBC actors currently at all. They actually also have a bit of a white stud problem, but they just have to shoot with who is available and reliable enough.
And as you see they even shoot with not reliable wood-problem studs again and again. Thats their biggest problem as for now.
