It's a rule of thumb so not the same for everyone, it also doesn't mean the hand is literally twice as big, just that whether or not a girl can take two female fists is usually a good barometer for whether she can take a full male fist (again, some dudes have small hands and some girls have big hands, but as a general rule it works).
