Porn is paid per scene? Isn't that unfair for everybody?

I have heard that porn is paid per scene. So for example a so called "Boy/Girl Scene" (means 1 man and 1 woman have sex) costs XXX $.

But if you look at "Behind of scenes" or ask people, the complexity of the creation can be quite different. So there are studios which produce the scene in a nearly movie-like context and also with a lot of makeup.
So first a complex makeup is applied, then there is a prelude filmed in a city where the actors meet randomly (well of course it's acting), then they sit in a coffee and that is filmed, then they go in a hotel and so on. The "Blacked/Vixen" sites for example make it often that complex. All in all, producing the scene needs hours or even nearly day.

Then there are scenes where the girl just comes in a hotel room and a quick POV scene is filmed. Not even much makeup is applied. Everything is done in 1-2 hours.

...... But as i have heard, both costs the same? Is that true? Something that is done in an hour costs the same than something that is done in a full day?

PS:
How much costs a simple Boy Girl scene or a even things like gangbang nowadays that is found on LP ( the scenes with 1 girl and 3-7 actors etc ) ?

Maybe there is a time limit? But just speculation, don't really know.

The shoot implies all those things. It is the same in the model industry. It is not an hourly rate because time varies. The same goes in the film industry. They get paid by movie.
