It's possible to do when you started the thread.
Should be possible for everyone, but locked after 5 minutes. Or with a save of the original post.

Luckily I quoted OP - as I often do to avoid exactly that.
Now we can discuss on even though OP obviously discarded his thread, but maybe forum members still want some fun.
About editing:
1st post opening a thread - and also 2nd post if posted by same forum member - was always edit-able.
Later posts should be possible to edit 3 to 5min after posting. That would help a lot, actually!
