Because true addiction has to be some kind of chemical dependency that makes you sick, if you withdraw from it. So, alcoholism is an addiction, because it's a physiological dependence on ethanol. Smoking is an addiction too, because it's a physiological dependence on nicotine.

But regular masturbation and with porn or without isn't an addiction in this sense. Because there is no foreign substance involved. You get pleasure from it. But this pleasure is natural and all the chemicals involved are produced by your body. So, you can say that it's a habit and a hobby that you really like and enjoy.
