I think UK (now outside EU), France and Germany have each proposed age verification controls to prevent/protect minors from accessing adult websites including gambling sites.

The problem then is attracting new customers if there is a barrier to previewing the website content, and you probably lose some surfers who just click away to view competitors' websites operating outside of the regulations.
