Restarting downloads leads to choppy results?

I am having to restart 4K downloads from last known position (esp. the 40+GB xmas specials) and they seem to be choppy when I view in Windows Media Player or VLC (I cannot use the slider to skip to certain parts of the video) is this a known bug?
