I'm thinking of getting membership but it's unclear whether tickets are required to stream the videos. If I want to stream full scene but not download scene does it still require tickets?

You buy the scene with tkt.
Then you choose to stream it or download it.

Correct.
To be perfectly clear, once you purchase the scene (using tickets), it's yours forever. You are then free to stream or download it as many times as you like.
