I don't know the Czech laws, but what you say makes a lot of sense. This would also explain the existence of such material: I don't think that directors would risk to get jailed.

This is unfortunately legal nonsense. Sex between siblings is regulated by each European country all by itself. In France this is unpunished, in Germany only real coitus (penis in vagina) between siblings is forbidden. Sisters or brothers having sex can therefore not make themselves punishable in Germany.

In the Czech Republic, § 188 of the Criminal Code only states: "Soulož mezi příbuznými:
Kdo vykoná soulož s příbuzným v pokolení přímém nebo se sourozencem, bude potrestán odnětím svobody až na tři léta."

This means: "Intercourse between relatives:
