Why the new BTS scenes are not available in 4K?

If they are not shot in 4K they will not be available in 4K

For example the normal scene was shot and available in 4K, but second part of this scene (BTS) is available only in 1080p for download. I guess it was recorded with the same video equipment in 4k, or not?

No, the BTS was probably shot with a different equipment.
