I agree on the price factor there, I did think that myself actually, it would probably be the main hurdle for making a scene happen BUT, there's 5 main positives to consider.

1. She is such a huge name, that paying the price would be putting in a serious "promotional" boost for the website.

2. She is an absolute hard gonzo style performer, who has starred in some seriously taboo style stuff, I doubt much would be on her "no" list in terms of typical AV/LP scenes (depending).

3. She would produce scenes that are extremely explicit, it would literally be a "boundary pusher" in terms of the extreme vibe of the porn that studios are often striving for, for that next new shock factor that's never quite been done before, as long as the director tapped into her dominant character and mixed that aspect with what the main gangbang AV/LP studios otherwise do well Have her as a kind of perverted host who joins in with the antics, both serving the guys and dominating the other female performer in the scene with the guys.

4. AV/LP often do promotional videos around Christmas etc where there are multiple girls (sometimes 5 or more) with a whole room full of guys which must cost a lot, so why not try getting a big name like Phoenix in instead, even for just one year? 5. They could literally do a one video deal to start, so less cost, if the returns/profits/promotion worked out worth it, they could consider a multi video deal afterward.

I would LOVE to see Phoenix get the AV/LP treatment. I've been waiting for her to do double vag and it would seem the right time for her to do that. I seriously doubt it would ever happen, but one can hope.
