QTGMC advice

Hi guys,
I am technically not great, but I have seen some 2000's & even 1990's scenes treated with what's called QTGMC & sometimes the results aren't great, but sometimes they are downright glorious, in bringing old scenes to life.
I remember there was an earlier thread on this subject, but it was full of really knowledgeable people & it was hard for a novice like me to grasp.
Can anyone advise on the software required, or even hardware... i.e. all required?
Can anyone advise then on the costs?
Can anyone advise then on the procedures you'd need for each scene?
Can anyone advise on what types of scenes will likely be transformed successfully & those that won't?
I'd love to bring old scenes of beauties like Cassandra Wilde that are mediocre quality, even on the old Private clips available here on this site, to life.

PS: I might add there are loads of old football videos I'd love to de-interlace or whatever the parler-vous is...
