Decisions to cut the right of free movement within EU ask for an answer by GIO, gonzo and AGO.
I suggest setting up a common twin studio in Budapest, and be it on temporary basis. Add ideally also a studio in Spain or at least set up a coop with PB and PL studios transferring some studs and knowledge for own projects temporarily. Plus in Spain is easier access to new talent at lower, but still fair and competitive prices.
Plus in Budapest is logistics.
It has been done before on occasion, but now is the time for deeper ground work!

Btw, there is still a DDF crew shooting in Budapest.
Although they are producing more demanding sex acts since PB takeover, I'd rather beware of their glamour esthetics. Its a porn cultural thing! I'd rather have Prague biz ethics exported to a new Bp studio with Prague based actors delegated to work in Bp from time to time.
