Why doesn't PAF studio innovate on actresses?

Why is this studio almost not releasing new scenes and not changing the actresses? Always the same scenes with Natasha Ink and Miriam Moore, what are the difficulties in recruiting talent in Italy or the Czech Republic? It gets kind of tiring.

They do have other actresses working for/with them...
