Most older scenes were shot in 1080p or even 720p.
It would be an insane waste of resources doing it in house, since every recent well branded 4k TV have high quality video-processing unit that can do wonders upscaling lower resolution content to 4k.
Some do it better than others but generally it's very high quality. Just play those videos directly from your TV.
Second best option is it you are using a computer to play those videos, just set the resolution to the maximum resolution of your videos and let your TV do the upscaling.
The least option is if you have a computer with 4k LCD monitor, just use free software player like VLC or Media Player Classic and make sure they utilize video-processing built in your graphics card hardware. LP still releases videos only in H.264 codec, so if your graphics card is either AMD, Nvidia or Intel about 3 years old or newer, you are fine.
