I can't login from my home computer

Hello,
I can't login from my home PC, login webpage isn't accessible and I see HTTP error.

When I use my mobile phone with internet connection from other provider so all is okay.

My home IP address is shared and my provider uses it for many computers in our city. I haven't my own public IP address.

Please can you help me?
