Older Scenes in 1080p

There are many good older scenes that has only a resolution of 720p. If you had filmed this scenes with an 1080p camera, then can we have the 1080p video instead of the 720p version? If you don't filmed it in 1080p can you reencode the scenes from 720p to 1080p?

If a film was recorded in 720p it should be left in 720p and for this to be the highest resolution downloadable. That way the file is the maximum size it needs to be to contain all of the genuine data, and pretty much everyone will have playback options that will upscale well. I wouldn't have confidence in up-scaling software necessarily doing a better job than my TV.
